replaced points,cond,coil's,spark plug's,wires, and flywheel, cannot get spark. i am a mechanic. assistance from anyone will be greatly appriciated, thank you

Yes, it is an "electric stop switch". It is wired to the magneto and shorts out the breaker points when pressed, killing the motor. 1958 was the first year for them and was standard equipment for the V-50, 35hp, 18hp, and your 10hp. You SHOULD start it in neutral simply for safety reasons. It's a pretty peppy motor at full thottle!
